COTACACHI AND THE NATIONAL AND INTERNATIONAL COOPERATION

The New Model of Administration and Local Government, based on the Civic Participation, Planning of the Development, Transparency and Self-Management, has allowed us to obtain the technical and financial cooperation of national and international Non Government Organizations NGO's; who come accompanying us in the elaboration process and execution of the Cantonal Development Plan as true allies of the local development with justice, solidarity and reciprocity according to their institutional politics.

The administrations deployed from the Governorship, as much in the Ecuador as in the exterior, has allowed to channel important technical and financial resources based on the Agreements of Cooperation, the same ones that added, they triplicate the Municipal Budget. Thanks to the Cooperation, the investments in the urban and rural sector are excellent in the areas of health, education, production, atmosphere, culture, basic infrastructure (drinkable waters, sewer system, electrification, etc.), studies and investigation, events, training, office equipment, civic participation, etc.

The Local Government's alternative work and the Civic Participation are the base of the relationship of Cotacachi with the world, since for the vision of the development and the construction of the participative democracy as well as for our responsible, worthy, transparent and solidary work, we have created an atmosphere of trust, with institutions of Spain, Italy, Norway, Denmark, Germany, Belgium, United States, Japan, Colombia and Cuba.

We are convinced that the international relationships are a potential opportunity for the development of Cotacachi, since to more than the resources of the Cooperation; the constants visits of the institutional representatives, officials, ambassadors, authorities of the different countries, they have contributed in the dynamization of the local economy in different ways, benefitting this way artisans, farmers, merchants, hotel, restaurants and other business.

The Agreements with International and National Organisms are a guarantee to achieve transparency and efficiency levels, since the Local Government stops being a simple lender of basic services, to become the energizer of the Integral Development; while the social actors stop to be simple passive beneficiaries of the administration, to become true subject of change and base of the participative democracy.

Based on the Plan of Cantonal Development, and the Local Government's philosophy, it will continue negotiating the cooperation of the National and International different Organisms, without creating dependence levels and without losing of view the good government's millennial principles as they are: "Ama Quilla, Ama Llulla, Ama Shua" (not to be lazy, not to be lying, not to be a thief); always maintaining a constructive dialogue of respect with dignity, with the conviction that together we contribute to the consolidation of the New Participative Democracy.
