| Functions |
|
The action of the Town Council is directed to the execution
of the Municipality goals, for which it has the following
general duties and attributions:
- To regulate through ordinances, to dictate agreements
or resolutions, to determine the politics, and to set the
goals in each one of the fields of the municipal administration.
- To know and approve the technical programming of short
and long term, elaborated by the respective departments
and approved by the pertinent commissions.
- To direct the physical development of the canton and
the urbanistic ordination, in agreement with the special
forecasts of the Law of Municipal Regime and the generals
about the matter.
- To approve the regulating plans of the cantonal physical
development and the regulating plans of urban development,
formulated in conformity with the norms of this law.
- To control the use of the land in the Canton's territory,
in conformity with the laws on the matter, and to establish
the urbanistic regime of the land.
- To approve or reject the parceling projects or formulated
parcel restructuring inside a regulating plan of urban development.
- To authorize the suspension up to one year of consenting
terrain parcelating licenses and of the construction in
sectors located in a certain perimeter, with the purpose
of studying the regulating plan of urban development or
its reformations.
- To approve the plan of local works contained in the regulating
plans of urban development, all the other works that interest
the neighborhood, and the necessary ones for the Government
and Municipal administration.
- To decide which of the local public works should be carried
out for municipal administration; whether directly, by contract,
or concession, and which for private administration, if
it is the case, to authorize the participation of the Municipality
in societies of mixed economy.
- To decide the system by means of which the urbanism plans
and the public works should be executed.

| Functions |
|
- To accomplish the Constitution and laws of the Republic
and the ordinances, regulations, agreements, and resolutions
of the Town Council.
- To represent, together with the municipal attorney, judicial,
or extra-judicial of the Municipality.
- To summon to the Town Council of ordinary and extraordinary
sessions, in conformity with the law of Municipal Regime.
- To preside over the sessions of the Town Council. To
report to the council as much as it corresponds to solve,
and to guide their discussions.
- To integrate and preside over the Table Commission.
- To name the permanent commissions that have not integrated
the Town Council or the Table Commission, and the special
ones that it esteems convenient.
- To approve with the Table Commission the records of the
Town Council sessions, and when they didn't do it.
- To intervene in the procedure of the municipal acts whose
resolution corresponds to the Town Council.
- To subscribe the records of the Town Council sessions
and of the Table Commission.
- To grant licenses to the councilmen so that they don't
act in a commission, in agreement with that which the Law
of Municipal Regime arranges.

| Functions |
|
- To give faith to the acts of the Town Council, the Table
Commission, and the Governorship.
- To edit and subscribe the records of the Town Council
sessions and of the Table Commission.
- To care for the opportune procedure of the affairs that
should be known by the corporation or commissions in its
fullness, and to assist to the daily office of the resolved
affairs by the Town Council.
- To form a bound and sealed protocol with, their respective
numeric index, of the decisive acts of the Town Council
for every year, and to confer copy of those documents according
to the law.
- To take and maintain each day the file of the Town Council
documents, and to attend to the correspondent procedures.

| Functions |
- To represent, together with the judicial mayor or
extra-judicial of the Municipality.
- To give consultantship to the Mayor and the Councilmen,
as well as to the other administrative organs of the
municipality.
- To attend to the sessions of the Town Council,
which is obligated, as adviser voice.
- To acquit the consultations that are presented
in relationship to the application of the law; these
could be outlined by the officials of the municipality,
or by their users.
- To watch over the claims of the taxpayers so that
they are attended in the form foreseen in the laws,
depending on the matter, and to elaborate the juridical
reports, so much for the tributary administrative
claims, as for anyone who presents to the municipality.
- To be part of the recruiting committee, being forced
to attend to every meeting, and to look after the
execution of the legal dispositions.
- To present to the Mayor the juridical reports on
the applicability of the projects of ordinances or
reformations of ordinances.
- In coordination with the Treasurer and the Financial
Director, to process the coercive trials.
- To revise all the contracts that should be subscribed
jointly with the Mayor, and to maintain the file of
these contracts.
- To coordinate with the Commissary the control that
should be carried out for the execution of the ordinances,
and the judgement of these in conformity to that foreseen
in the Code of Penal Procedure for the violations.

Commisary Office and Municipal Police |
|
It corresponds to the Commissary:
- To accomplish and set forth the laws, ordinances,
and regulations.
- To apply the sanctions that correspond in conformity
with the law, in front of the infractions commited
or violations to the legal dispositions, in municipal
matter.
- To maintain and to guarantee the accuracy of prices
and measures.
- To control that the dispositions of hygiene, health,
construction, use of roads, and public places are
completed.
- To control, to authorize, and to coordinate with
the Financial Direction and the Department of Education
and Culture the realization of public shows inside
the canton.
- To organize and to direct the work of the Municipal
Police.
- To establish the schedules and the personnel's
of the Municipal Police in such a way that permanent
control exists.
- The Commisary Office will be responsible of settling
down with the Municipal Police personnel, the security
of the personnel of the Town Council, and of the Mayor.
- To prepare for every public act that the Municipal
Police present, watching over the attendance and effective
control.
- The others whom the Mayor assigns, and the established
ones in the Law of Municipal Regime.
