REQUIREMENTS FOR DOMICILIARY SERVICE CONNECTION

  • To cancel for the purchase of the meter and necessary accessories for the installation, $30.00 is required.
  • The blank form of application for water installation, that is acquired in the Municipal Treasury, costs $.30 for each one.

 

REPAIRING SERVICES OF THE SERVICE CONNECTION AS FAR AS MEASUREMENT

 

  • To inform the damage in the department of drinkable water and sewage system.
  • The inspection is carried by the municipal technicians.
  • The user is shown the materials that he/she needs to acquire for connection repairs.

 

INSTALLATION OF THE SERVICE

 

  • Installation application.
  • Inspection by the municipal technicians inorder to define the place of excavation.
  • Connection installation with materials acquired by the user.

 

CUTTING AND REINSTALATION OF THE SERVICE

 

  • Every 15 days of every month, you collect for the service of drinkable water and sewage system in the windows of the Municipal Treasury.
  • It is canceled without additional charge every 30 of every month.
  • The first of the following month you are fined $1.00, and it proceedes the cutting of the service.
  • Once the consumption letter for the service is canceled, the additional charge is carried out to the corresponding reassignment.
  • The additional charge form that is canceled in the Municipal Treasury, should be left in the department of drinkable water and sewage system.

REQUIREMENTS FOR THE DISCHARGE OF THE PREDIAL TAX FOR THIRD AGE

 

  • Copies of the identification cards of the spouses. If he/she is widower or widow will only present the survivor's identification.
  • Photocopies of the last predial tax payment letter.
  • Demonstrative certificate of the monthly revenues.
  • If he / she is pensioner; certified of the IEES.
  • If they are not retired, a sworn in declaration of revenues will be attached, carried out in front of a judge of the Civil thing or a Public Notary.
  • Application directed to the Financial Director.
  • This notification runs for all the people of the THIRD AGE that require to be benefitted of this Law, should indicate that who presented in previous years they will make it again with the purpose of verifying the survival.

This whole documentation will be presented up to November 30.

TAXES

 

The tax should be paid in the course of the respective year. The payments will be been able to make since the first of January of every year, even when the cadaster were not been emitted. In this case, the payment will be carried out with the help of the cadaster of the previous year and it will be surrendered to the taxpayer a provisional receipt. The expiration of the tributary obligation it will be December 31 of every year.
The payments that are made inclusive from January until June, will enjoy the discounts to the main tax in conformity to the following scale:

For what does it serve?
To carry out any construction type.
How to obtain it?
  • Form of approval of architectural and structural planes for construction with the registration of the data and stamps.
  • Inform of modernized factory line.
  • Two sets of architectural and / or structural planes (Paper A1); scales 1:100, 1:50, with squares of areas, drawn in the first sheet of the project. In the event of building with hypothecary loan, to attach three additional sets.
  • Payment voucher of the 1 x 1000 to professional schools.
  • Payment voucher of the predial tax corresponding to the present year.
  • Writings of the land or the promise of sale and purchase notariced.
  • Copies of the municipal card, RUC and professional registration.
  • Copies of the citizenship identification and modernized voting ticket or excuse certificate, of the proprietor.
  • Certificate of not owing to the modernized Municipality.

In special cases to present additionally:

  • For buildings dedicated to hotel or tourist projects, to attach the pre-feasibility certificate granted by the competent tourism authority.
  • When it is qualified groups as of social interest the granted report by the Department of Planning should be attached.
  • Certificate of environmental impact emitted by the Department of Health and Environmental Administration, for industries, gas stations, stations of service, gas distributors, cellars, mechanical shops, sawmills, block makers, florists and projects that have incidence at urban level.
  • For buildings that harbor to more than twenty five people or have more than three floors, including undergrounds, there should exist a system against fires.

In the event of embedding the Embedding Agreement should be given among the parts, properly notariced.

If the property is inventoried by the Historical Center, the architectural project of restoration, rehabilitation, reconstruction or new work will be presented in the Direction of Works and Public Services and it will contain the following thing:

  • Historical memory of the construction or of the property, pointing out the diverse interventions that have been made.
  • A set of pictures containing the characteristics of the environment of the construction, space sequence of profile, elements of ornamental interest and state of the construction.
  • Rising of the current state, containing the plants of covering of the construction to scale 1:100 or 1:200; installation indicating the state of the construction, materials and current uses, facades and necessary courts that describe the current construction.
  • Proposed project, containing location, installation in the block to scale 1:1000 or 1:2000; installation in the lot; plant of covers scale 1:100 or 1:200, architectural plants indicating the characteristics of the intervention, the proposed uses and the materials to be used; necessary cuts longitudinal and traverse minimum; facades toward the street with adjacent drawn of the two delimiters to each side; other facades toward the interior of the property; architectural and constructive details necessary for the exact understanding of the intervention; scale between 1:2 and 1:20; structural pre-designing and of facilities.

It will be used scales 1: 100 or 1: 50 except where it is indicated another scale expressly.

For what does it serve?
To carry out the subdivision of a property until a maximum number of 10 lots.
How to obtain it?

  • Property Title inscribed in the Property Registration.
  • Modernized original certificate of the Property Registration.
  • Inform of feasibility of basic services: water and sewer system for properties located in the areas that don't have these services.
  • Payment Voucher of the predial tax corresponding to the present year.
  • Six copies of the plane of the urban proposal.
  • Valued chronogram of infrastructure works execution in case that they are projected streets or passages.
  • Copies of the municipal registration card, RUC and professional registration.
  • Copies of the citizenship identification and modernized voting ticket, or excuse certificate, of the proprietor.

To retire the requirement, to present:

  • Writing of communal areas in favor of the Municipality (in the event of being required).
  • To carry out the payment of the 1 x 1000 of the professional schools.
  • In the event of projecting streets or passages to attach the mortgage writings in favor of the municipality of the lot or lots that guarantee the execution of works, bank guarantees or policies of ensuring.
  • In the event of partition originated in succession by reason of death the sentence of effective possession inscribed in the Property Registration will be required.
  • In the event of partition for donations to present the sentence or notarial records of donation.
  • In the event of judicial partition among coproprietors must be presented the partition demand with their respective qualification.

If the property is inventoried by the Historical Center for the subdivision proposal there will be taken into account the following dispositions:

  1. The edificable land of a protected property is susceptible of subdivision if it fulfills the requirements that this Title demands for the division of the land. If the property was subdivided, the protected construction will conserve an area free of the same or bigger land to the surface built in the low plant.
  2. The protected constructions will be able to be considered as communal equipment, in any event it should be maintained a proportion of free area not inferior to the signal one in the previous parenthesis. The whole affected area, of these constructions, could be able to be considered as communal area.
  3. The subdivision of predial built units is allowed only when they are constituted by several constructive units that don't integrate an unitary group of morphological, functional or stylistic character and whenever they don't cut themselves cracked or units with structural continuity.
  4. They are excluded of this norm the groups or monumental constructions (MH) and of special interest (PH). These properties with constructions classified as of absolute protection they won't be been able to subdivide in any way, neither to add new construction, unless this is accessory or provisional for uses of security, information or maintenance.

The regime of horizontal property, consists on the legal individualization of the component units of a construction. These units can be: housings, warehouses, offices, parkings, cellars, etc.

How to obtain it?
  • Form of horizontal property with the registration of data and stamps.
  • Inform of constructions planes approval (original or certified copy).
  • A complete set of approved architectural planes of all the constructions in original or certified copy.

The factory line is the necessary document to carry out most of the procedures in the Direction of Works and Public Services, as well as to buy or to sell a property, to fraction, to build and to know if the property is affected or not by routing traces.

How to obtain it?
  • To acquire in the Direction of Works and Public Services the form of factory Line.
  • To register the data of the property and to attach a copy of the Payment voucher of the predial tax.
  • Copies of the citizenship identification and modernized voting ticket, or certificate of the proprietor's excuse.
  • For the suburban areas, to attach the exact localization of the property in a cartographic sheet from the IGM to scale 1:5.000 or 1:25.000 and the writings inscribed in the Property Registration.

For what does it serve?
To obtain the authorization for construction execution.
How to obtain it?
  • Permmission of Construction Form with the registration of data and stamps.

  • Payment voucher for approval of planes.
  • Deposit Voucher of guarantee fund (1% cash of the value of the CAE-I).
  • Payment voucher for facilities of drinkable water and sewer system.
  • Payment vouchers to the professional schools.
  • Form of construction surveys of the INEC.
  • Certificate of not owing to the Municipality, modernized.
  • A set of approved architectural planes (original or certified copy).
  • Two sets of structural planes with the registration of professionals' signatures.
  • Two sets of electric and hidro-sanitaries facilities planes with the registration of professionals' signatures.
  • Payment voucher of the predial tax corresponding to the present year.

For projects bigger than four floors, included undergrounds, to present:

  • Original and two copies of the technical memory sheet of the structural calculation (form).
  • Inform emitted by an engineer of floors.
  • Excavation system with processes to be continued.

The permission has validity for the time that the work lasts.

The proprietor is forced to maintain in the work a complete set of approved architectural and structural planes. Also, it is forced to place a sign in the property in which consists the identification of the project, the architectural, structural planners' names and of facilities, number of the report of planes approval and number of the construction permission.

INHABITING PERMISSION AND REFUND OF THE GUARANTEE FUND
 
For what does it serve?
To authorize that a construction enters in service. This document allows to retire the guarantee fund.
How to obtain it?
  • Form of inhabiting with the registration of data and stamps.
  • A copy of the approved architectural planes.
  • Inform of planes approval.
  • Construction permission.
  • Original of the guarantee fund reception voucher.
  • Copies of the citizenship identification and modernized voting ticket, or certificate of the proprietor's excuse.
  • For refund of the guarantee fund in cash, it should be requested in writing and with stamps to the Financial Direction.

    Notes:

  • In the event of constructions of more than six housing units there must be also attached the result of the resistance test of the concrete starting from the third level and permission of occupation of the Firemen Body.
  • For stations of service, gas stations, industries, cellars, florists and special trade will be attached the definitive report of the Department of Health and Environmental Administration and occupation permission of the Body of Firemen.
